A couple more suggestions if the ISDN link must stay in OSPF area 0:
(1) Set the bandwidth lower than the frame relay bandwidth (say 56K or
lower); ospf calculates best route based on bandwidth
(2) Set the cost very high on both BRI/Dialer interfaces "ip ospf cost
50000" so ospf prefers the other path
