Why would EIGRP require an neighbor statement over a point-to-point (serial) hdlc link?

I was having trouble getting EIGRP to come up on a simple serial link using
hdlc. Then I decided to use the last resort neighbor option, and that seems
to have done the trick.

I had earlier put FR on one side of the link (by mistake-- cut and pasted
too much from a config of another router), but took that off a long time
ago. I am not sure if I shut down the interface, or if I simply did a no
shu without doing a shu first. Perhaps that was the problem.

I gather that many people have this sort of problem with ATM in prcatice
labs, but I did not know it could be a problem with a simple hdlc serial
link.
