Chenyan, few things to check...

1. Can R1 ping R4 ?
2. If both / either are using loopbacks, then do they have update source
loopback defined ? Can u ping those loopbacks ?
3. Are AS # same ? (since u mentioned ibgp, they have to be the same), if
not you will have to put in ebgp-multihop with the neighbor command.
