there is no portfast in play. we have a core router plugged into a switch
and im doing a redirect from the port the core router is plugged into, to
another port that has a sniffer plugged into it. im doing a filter on the
sniffer for bpdu traffic only. i look at the root switch and see when we
have a topology change. i notice right when we have a topology change i get
bpdu traffic from a specific mac address. when i look the mac up in the arp
table of the router, i see it is a win2k client.

Never heard of regular nic running stp. That doesn't mean much though. Are
you sure that the tcn are being sent upstream by the switch because of link
changes on this port? If the switch supports it and it is turned on,
portfast will stop this.
