Remove the local from the login statement. It should look like this:
line vty 0 4
password cisco
login
Login local tells the router to use the local database for login
authentication. The local database consists of statement enetered as
follows:
username cisco password cisco
you could enter one of these username commands instead of changing the login
local if you like.
