In your IGRP, do you have other 135.2.x.0/24 networks?

If you don't then what your seeing is right.
135.2.0.0/16 is the classful network. If you have a
135.2.x.0/24 interface in IGRP then the 135.2.34.0/24
summary should be advertised out that interface.

OSPF summary-address works on external routes redist'd
into OSPF. Area-range summarizes between areas.
