access-list 1 permit 200.200.1.0 0.0.254.255
   the mask forces the router to care about the "1" bit in the 3rd octet,
and the address says the 1 but in the 3rd octet has to be a "1".

Try that with your dist. list...I'm not by my lab to give it a go.
