Do observe that Cisco itself does not recommend using load or
reliability. A good deal of network research and experience has
shown that using these things in a conventional metric generally
leads to route oscillation and thrashing.

There are other ways to achieve the same result, such as connection
admission control with RSVP, etc., to deal with load, and MPLS shared
risk groups to deal with reliability.
