I found that when I upgraded to 12.1.5(10T) that the no exec on my VTY's on
a 2511 I have made it impossible to telnet into the box. May want to be
careful here.. I've never found it useful since the upgrade to use that
command
Just a FYI, or maybe I'm going crazy!

If your config under line resembles the following, I reckon it will be an
issue with the terminal emulation s/w you are using..
line 1 16
session-timeout 20
No exec
exec-timeout 0 0
transport input all
Try defining escape-character ..
