The answer I've received for questions on what is or is not allowed is "ask
the proctor". I think that is appropriate.

Nailing down the RouterID may or may not be necessary. As many e-mails
mentioned, it's determined by what else you're doing (virtual links) and the
possibility of adding Loopbacks after you've established the virtual link.

Knowing why you need or don't need to use a nailed down OSPF router-ID is
probably the best medicine/approach.

If you're allowed to nail it down, it certainly doesn't hurt.

You can configure the router id manually so that you don't have to worry
about the virtual link confgs/reboot etc.
What I am not sure is whether this is allowed in the lab. Can someone
clarify?

You'll just need to remember the rules that if you have loopback interfaces
the highest IP wins. If you add them later you'll need to change the
configurations for the virtual link or upon a reboot it is broken.
