The lan modules are NOT supported in the 2600 series routers in slot 1.
Only wan modules or the NM-2W module is support in the 2600 series.
Cisco says the lan ports are only in slot 0 which of course are fixed.
So if you want token ring in a 2600 series routers you would buy the 2612 or th
e older EOL 2613 router.
Cannot add lan ports to the slot 1 of the 2600 series routers

I know that the NM-1E2W I have (which would normally go into a 36xx) WILL NOT w
ork in a 26xx. I suspect that it is the same thing with your NM-1E1R2W.
This was according to Cisco when I opened a case a few months back. They pointe
d me to the release notes for the 2600 or the NM, I can't remember which but it
was in there.
I have not found any way to add a token ring module to a 26xx either through NM
or WIC. I guess you have to buy the model with one.
Correct me if I am wrong.

Nope... another slot or another router, the same problem...
The NM also doesn't work on 2600, only 3600...
it's a 1E1R2W . It's probably a hardware problem.. but sort of weird to be
intermitten in this manner...
