I'm not positive as to the answer to your first question. I would think
that EIGRP would not send an update when the interface went down, as long as
the metric of the route doesn't change, if it does you would probably see
the update go every time the interface flapped. What about using the
permanent keyword on your static route statement? That should make the
valid route stay in the table even if the interface is down, with no need
for a route to null0.

I've got a flapping interface to a shutdown router. I can't shut down my
end because the customer wants this link as a 7/24 backup if they need it.
I don't want the flapping to be constantly readvertised throughout my EIGRP
network.

First, I added a static pointing to the flapping interface. Of course, this

disappeared every time the interface was down, so it didn't solve anything.

Next, I added a static pointing to Null0. When the interface is up, the
correct route is in my routing table; when the interface is down, the route
to null0 is in my routing table.

Question: does EIGRP send out advertisements everytime the network changes
from pointing to Null0 to pointing to the interface and back? Or will the
static to Null0 suppress advertisements as I want?
