Console Port and Reverse Telnet

Hi folks:

I have 2504 router thats acting funny. I can console into to fine directly.
But I can't reverse telnet into it via console port from a 2511.
Termserv (2511) is working fine it connects me with the other 9 routers I
have.

Any suggestions
