according to cisco for GRE over IPSec...

"In a GRE-over-IPSec tunnel, the packets are first passed into a GRE tunnel
and then into an IPSec tunnel. This can be viewed as creating a secure GRE
tunnel. By doing this, you gain the benefits of both GRE and IPSec:

You establish a secure VPN connection across the Internet between two
privately addressed domains

You allow non-IP traffic to securely pass through a public IP network

You reduce the number of security associations created, gaining efficiency
in IPSec processing (the crypto acl consists of only one rule for all
traffic passed into the GRE tunnel)"
