So, is it better to encrypt the GRE traffic (encrypt the tunnel itself) or
is it better to specify the traffic, encrypt it, and then send it through
the GRE tunnel?

Why IPSec over GRE? In our case, cuz we wanna send IPX across the
Internet, but want our IP+IPX traffic to be secure.... so we do IP and IPX
in the tunnel, and encrypt the whole deal.
