It's been a while but this is what I have.
In order to load Cisco IOS version 11.2 or later on a
CiscoPro CPA1000, CPA1600, CPA2500 or CPA4500 router,
it is necessary to upgrade the software license
(COOKIE) that resides in the router firmware.
You would need a CCO login to access the software but
once you do, here are the links:

If your CPA is really old, you may need to upgrade the
boot chip and/or in addition load a cookie software (i
think this is the firmware)
