I am a bit confused here, may be because I just joined the mailing list
and did not follow the scenario from the beginning. If you configure
your backup to preempt and it has a higher priority than your active
when the active comes back up it will never take over as the active if
it is not the one with the preempt keyword will it?
Secondly if the tracked interface is the primary and the tracking the
backup it is the backup that gets decremented by tracking cost(10
default)how does this help you 'cos it is incremented by this value once
tracked interface comes up?
Am I assuming anything?

It will work but don't forget to track your interface on the primary,
and to add the preempt keyword on your "backup" router.

the hsrp. we know if the primary router is down the backup router will
replace. But if the primary ddn line is down, is it possible for the
