Frame Relay service is bought based on CIR and port Speed.

When implementing traffic shaping is usually set up on Port speed, Be, &
CIR. We configure a formula based on the serviced they ordered.

Ex: Depending on IOS what type of implemented traffic shaping

interface Serial4/1.234 point-to-point
frame-relay class 64CIR128PORT

map-class frame-relay 64CIR128PORT
 frame-relay cir 128000 = port speed
 frame-relay bc 96000 = be <=== actually burst over cir not really bc
 frame-relay mincir 64000 = cir
 frame-relay adaptive-shaping becn

Bc = Burst congestion is usually set to CIR if applicable
Be = Burst excess is usually set over CIR if applicable (above not
applicable)

or

map-class frame-relay Veenendal,Data
 frame-relay adaptive-shaping foresight
 frame-relay cir 512000 = port speed
 frame-relay bc 128000 = cir
 frame-relay be 384000 = burst excess

or
interface Serial0/0.2 point-to-point

traffic-shape rate 512000 12800 12800 1000

512000 = port speed
12800 = CIR
12800 = be
1000 = buffer limit

In short it all depends on your traffic shaping what the CIR or min cir
represents. With all that being said minCIR when configured usually
represents subscribed CIR.

Case2: you define them seperately.

Not much difference

I have a confusion about "Configuring Frame-relay and Frame-relay Traffic
Shaping" chapter.

What is the different between these two examples below:

case 1.

map-class frame-relay FRMAP
  frame-relay traffic-rate 4800 9600

&

case 2.

map-class frame-relay FRMAP
  frame-relay CIR 9600
  frame-relay minCIR 4800
