David,

What this actually does is turns off support for tcp and udp services that
make use of ports < 1024. Some common examples are chargen, daytime, echo,
etc. Please note that echo in this sense refers to the sending of STDOUT any
character sent to STDIN. In other words it echos what you type to the
screen. This does not refer to ICMP echo, echo-reply, etc.
