This is IRDP issue, you should set IRDP enable in your routers ethernet, if
you set more than 1 router in the same VLAN you can use preference, like
HSRP priority.

In the Boot Camp Lab 20's switch part, it mention to config
R1 with the highest preference. So in the vlanC client can find
R1 as their default router router? Is this requirement
mean to config R1 as a HSRP primary router?
