Actually you only need a translation of some sort to allow packets to flow
from the inside interface to the outside interface. To allow packets to
flow from the outside interface to the inside ( initiated on the outside )
you'd need the translation in place and a conduit/acl to permit the
traffic..This is the same from any high -- > low or low --> interfaces
