backup interface is different than a demand circuit.
Demand circuit will just bring up the link whenever interesting traffic
needs to flow across it or a ospf LSA needs to be transmitted across it.
Backup-interface is for "backup" so that if your serial link fails then
it'll kick off your bri/dialer (whichever method you prefer)
