Classical IP with PVC's

The arp server in classical ip is specified with an nsap address, which
isn't used with pvc's, so basically classical ip over atm with pvc's is
essentially pvc's with arp and inverse arp enabled, is that correct? That
is what I gather from looking at the documentation cd. Thanks.
