I have tried it in the home lab yesterday and the peers went into
CONNECT state.

I don`t think the dlsw peers will get an established stated
without the "broadcast" keyword, unless you are using
frame-relay multicast mode according to the manual on CCO
(forgot the link).
This one is a topic that I tried in my scenarios before, but had no
success to get an "CONNECT" state without "broadcast" keyword,
even if I change the frame-relay interface to multicast mode.
Does anyone have different result ?
