I just did that lab and ran into the same issue. You need to use policy
routing, at the interface and globally. I can hit everything. Also, I did
not disable split horizon.

I may be wrong but look into policy route, i'm assuming that the spoke can
reach the hub that's why you are getting the replies? but the spoke to
spoke are unreachable... I will have to test this but I remember working on
a lab that has this type of scenario...
