I would be checking your MAJOR interface is up before your subinterfaces.
Also ensure your LMI counts are raising, "show interface" can help you
here, If LMI is active. Make sure your encap is set, clockrate set on the
DCE end and your LMI is functioning, should work fine..

Hmm, is the LMI type correct, and is it configured for
the correct PVC/DLCIs? Frame switch config ok?

Do a 'show frame pvc' and see what the status is of
the PVC.
