Yes!

I think it's as simple as there's no way for the spoke to reach each other,
if I do a debug frame-relay packet I get.

01:20:45: Serial0(I): dlci 151(0x2471), pkt type 0x800, datagramsize 96
01:20:46: Serial0:Encaps failed--no map entry link 7(IP).
01:20:48: Serial0:Encaps failed--no map entry link 7(IP).

01:20:54: Serial0:Encaps failed--no map entry link 7(IP).

what I think is that's why even when the spoke establish the adjacencies
with the DR (I force it to be the hub) when they try to reach another spoke
address the don't know how to reach the next hop (spoke serial int) but I
don't know any other way to do this than by using map statements.
I even got to thing that this guys (the one that did the lab) either are
asking for something else and I don't understand the question or really
don't know what they are doing.
