So if you are running IPX routing with EIGRP and have RIP disabled, SAPs
are not sent out every 60 seconds, right?

I guess I still don't see why using EIGRP or RIP would change the
frequency that SAPs are sent out.

I can definitely see the benefit, but I just don't see why such a "rule"
exists. I mean, why make it dependant on whether or not EIGRP is being
used, why not just have a command that makes it so.
