I am having a problem to understand how "traffic-rate" command works. For
some reason "traffic-rate" command uses 1s interval to calculate "Sustain
bits/int" and "Excess bits/int", but it uses 125ms internal interval to
calculate "Byte Limit". So I end up with Excess rate 180% CIR instead of
110% CIR as configured. Why?
