Regarding this issue, is it possible to avoid /32 routes in the hub if I have a
partial-mesh FR network and configure the interfaces as OSPF-Multipoint? ... I
know I could filter them, but is there a command just like that for serial int
erfaces with FR? ..

Normally when a PPP link comes up the local router will install a /32
specific route for the address it hears during IPCP for the remote end.
This is in addition to the /30 or whatever you have as the netmask on the
local interface so in effect you could say you end up with two routes for
the same destination.
If you were asked to ensure that only one route appeared or to minimise
the routing table changes you specify the 'no peer neighbor-route' to
ensure that IPCP negotiated remote address isn't injected into the routing
table.
