CAR would be used when you want to drop traffic that exceeds a certain rate.
Traffic shaping would be used to mark traffic over a certain rate as being
eligible to be discarded by devices within the Telco infrastructure.

CAR can also be use to set QOS parameters such as the type of service or
class of service within a packet.

"Shaping implies the existence of a queue and of sufficient memory to buffer
delayed packets, while policing does not. In addition, shaping requires a
scheduling function for later transmission of any delayed packets." Policing
would not need this as it simply discard packets at the interface exceeding
set parameters.
