that is what i thought. the link you pointed me to gave me what i was
specifically looking for. i was looking for the "summary-address 1.1.1.1
255.255.255.0 not-advertise" controlling the type 7 to stay type 7 within
the nssa and not leak to the rest of the ospf domain. thanks for the link.

The NSSA ASBR is the router that connects to the RIP router, it is not the
NSSA ABR (it's not connected to area 0), so the ABR (the router between area
0 and area 2) will do the type 7 to type 5 translation. If you move the RIP
router and connect it to that ABR, the ABR will become NSSA ABR and NSSA
ASBR, in that case, it will not do type 7 to type 5 translation.
You may want to get RFC1587 for more information, it's a very well written
little paper.
