Snapshot Routing

I have snapshot configured and working properly. It comes up and goes down
when it is supposed to and the route stays in the table, but only if the
ISDN line is the only thing that is supplying routes. Now, I want to back
up a primary connection running IGRP with the ISDN line, so I have it
configured as normal, but when the active time is over, of course there are
no routes in the table via the ISDN line because the primary connection is
preferred. When the primary connection goes down, the routes from the
snapshot do not show up in the routing table, until the quiet timer expires
and it goes active and exchanges routes again. As long as the primary
connection is down, this works because the routes from the active period
stay in the table. My question is, is this the normal behaviour or am I
missing something? It seems to me that if your primary connection goes down
during the quiet period, you have to wait until the expiration of the quiet
period to begin routing traffic over the ISDN line, assuming you don't have
backup interface configured or floating static routes. Is this correct?
