I do not believe the proctors would do anything to make any attempt easier
or harder than a previous attempt, its merely luck of the draw. I would
not count on getting the same lab twice, or even the same non-core
technologies, so from that argument you could say that the person who did
not pass on the first try actually must be better prepared.

They are not against you or trying to make it any harder for someone who
has tried twice.

I can tell you, that my second try was what I would consider a more
difficult lab. I really felt my first lab was the dream lab, but I did
not pass first try. What it really boiled down to, is do you or do you
not know your stuff. If you know it, you can do it, and thats all they are
trying to find out.

I had troubleshooting on my lab. And the first time I took it I did not
have a strategy, simply because I am an engineer for a large isp, and I
have years of troubleshooting and didn't think I needed one. But thats
what killed me. Attempt #2, I formed a plan, a strategy, very basic, but
I had a plan nontheless. It is very important that you work out a
strategy for how you will approach problems and overcome them. Practice
and live by this strategy, practice it in your practice time, do it on the
lab, and then use it in real life.

Best of luck. IMHO, CCIE lab is not about intelligence as much as it is
about persiverence. If you want it bad enough, and you do not give up,
you *will* pass and be successfull. Lots of smart people do not have what
it takes, are not willing to sacrifice time, family, stress, etc to go
thru the ordeal even 1 time, let alone 2. Keep at it.
