Your config works.
What did you mean by no auto did not apply to EBGP?

So why does no auto command prevent route from being advertise? In your
config if you disable autosummary and use a network statement 14.1.1.0,
should this network be advertised as a /24 anyway, without the use of the
mask command? My router did not advertise in this condition.

I gues the main question is that how is the auto summary use in regards to
IBGP and EBGP.

  No auto wouldn't apply as this is an EBGP connection.

  I did the same thing you are doing and it worked either way. I used a
loopback with an address of 14.1.1.0/24:

  Remember you need to reset the BGP session or enable soft
reconfigurations for the advertisement change to take effect.

  This works only because I have left the default auto-summ. Reenable
auto-summ and it should work
