Are you using the "send community" command along with the neighbor
statement when using the route-map?
Example:
router bgp xxxx
neighbor x.x.x.x send-community
neighbor x.x.x.x route-map setnoexport out
route-map setnoexport permit 10
match xxxxxx
set community no-export
