A couple of questions:
1) When you upgrade the version, do you definitely get a message saying
that the load was successful?
2) Is the IOS version you're loading known to be good? Have you tested it
on other routers of the same series?
3) After loading the new image, are you certain that your confreg is 0x2102?
In my experience, when a router is upgraded and then won't come out of boot
it usually indicates a corrupted load or an incorrect IOS version.
