Yes, you can do this. There's no reason why you _have_ to peer
with loopbacks on both sides.

Yes, you do, assuming we're talking about eBGP peers.

If you're peering between serial interfaces your peers are one
hop away. If you move one peer to the loopback interface, your
peers are now two hops away. If you move both sides to the
loopbacks, your peers are now three hops away.

Anything over one hop requires the use of ebgp-multihop.
