I have gotten this before when I used flash from two different vendors
(like Intel and AMD) I ended up having to go through all of my routers
making sure that each router had all Intel or all AMD flash. To do this
you use the show flash chips command to see who made it. Then make sure
all of the chips match.

I've put a 8meg chip on each router, i've broken the partirtions and

all say to have 16 Meg but after i load the IOS and the roouter boots i

and after i do a "show flash ship i only see bank 0

Change the configuration register value to have the router boot from
BOOT
... in this mode, the flash becomes Read/Write.
You can use the conf reg value 0x1.
router(config)# config-register 0x1
router# reload
router<(boot)># sh ver
.
.
.
16384K bytes of processor board System flash (Read/Write)
Upgrade the router, change back the conf reg value to 0x2102, reload the
router and that's it.
