Shutdown an interface when reliability decreases

Hi,

I remmember someone asking about how to make HSRP work not only when a link
fails completely but when it degrades. Here is what I found.

I couldn't find anything at layer 1 configuration that could shut the
interface when the reliability decreases, but you can do that with you link
layer. For example, for ppp you have the command 'ppp quality' in interface
mode. In frame relay I think the 'frame-relay mincir' could do the job if
performance degrades so much that the output rate is below that number
(couldn't test that yet). Do not have ATM interfaces so, could please
someone help us with that?
