It is a bug on 12.1.13. I reload the router with IOS 12.1.12 and the problem
went away. In addition to the strange RIP problem I had, I also could not
get the dhcp to work on the same router. As the result, I have to
reconfigure my PC with a static IP to get the 12.1.12 code. After I checked
RIP under 12.1.12, I reconfigure the same PC to use dhcp I configured
earlier, it works as well. I guess I'll keep this router away from 12.1.13
code for now...
