There is a function of PPP called "PPP quality". If you encap PPP on
the line, you can give a threshold of reliability. If the link drops below
that reliability, the link will be dropped. Say you want 75% reliability.
Encap PPP, and say 'PPP quality 75' on the line. Track it in the HSRP, then
if it becomes unreliable, your other router can preempt. I'm not sure this
could work in your case, but it's a thought.
