 Yes. A simple T1 clossover will work. Here is a sample config for one side.
controller T1 0
 framing esf
 clock source internal
 linecode b8zs
 mode atm
 tdm-group 0 timeslots 1-8
!
!
interface ATM0
 ip address 10.0.0.1 255.0.0.0
 no ip directed-broadcast
 logging event subif-link-status
 !
 pvc 0/50
  protocol ip 10.0.0.2 broadcast
 !
!

Use "clock source line" on the other end...
