After reading a little more I think I've found the key issue
here. The configuration guide states the 'default-information
originate' by itself _allows_ 0.0.0.0/0 to be redistributed.
It does not say that it actively redistributes it, it only
allows it to be.

If you use 'neighbor a.b.c.d default-info orig' instead, this
actively originates a default whether or not you have one in
the routing table.
