Nothing about VoIP is really cheap, but you would need to buy the NM-1V ($1000.
00 USD list) and VIC-2FXS ($400) cards.
Since you need a partner to call, you'll need two NM-1V and two VIC-2FXS.
The FXS allows you to plug in an ordinary POTS phone to test.
