The router won't accept 10.12.0.0/16 ge 16 le 16, which basi-
cally is what I want.

Yeah, that's what I thought, but it doesn't look like it when I
do 10.12.0.0/16 and get both 10.12.0.0 and 10.12.1.0 permitted.

Well it's hard to misinterpret the two routes (in sh ip bgp)
on the other side of the network.

PS: I've also tried with a standard access list for the route
    map, but basically got the same results. Maybe it's simply
    a bug in 12.2(7).
