For me they are the same thing. I might be wrong but it is not an important
issue for me to research.

When I use those words, I use them this way:
Advertise:  To me, this means that a router is either the
original source of a route or it is passing along a route it
learned from a neighbor.
Propagate:  To forward a prefix learned from a peer.  Again,
this is how I *usually* use the word.  I normally wouldn't say
a router is propagating a prefix if it is the original source.
