Michael,

Isn't a sequence of commands in IOS controlled by IOS itself?

I mean -- you can enter them in any order, but they will be
reorganized in startup (or runing) config anyhow to IOS taste.

And router needs (should) to be able to resume functioning
after reload, when all configuration is parsed sequentially
from textual representation of config from NVRAM startup-conf.

Just my thought...
