Have you tried to disable Split Horizon for IPX on the physical interface?
Normal behaviour is that both spokes do not receive routes advertised by the
other spoke because split horizon on the physical interface.
ipx split-horizon eigrp

I can ping the spokes from R1. But if i run IPX eigrp , then on the spokes i
