OSPF inter-area summarization

Hi,

There is a question about OSPF inter-area summarization. In Doyle's book,
he keep mentions that inter-area summarization does not automatically create
a null summary route. But, in my experience, it does.

Anybody knows if it is because the ver of IOS(12.1.11 is the earliest on
routers I can use) or something else?
